Regency Health Services Picks Executive to Serve on Board

Kenneth Plumlee has been appointed to the board of directors of Regency Health Services Inc., a Newport Beach operator of health care facilities. He succeeds Jay D. Glass, who resigned in February. Plumlee is the president and chief executive of Access Health Marketing in Rancho Cordova.

Kenneth J. Cosgrove has been appointed president and chief operating officer for commercial banking for Orange National Bank. He succeeds as president Wayne F. Miller, who remains chief executive of the bank as well as president and chief executive of the parent Joan Earhart

company, Orange National Bancorp. Cosgrove was formerly executive vice president of branch and office administration for the bank. In addition, Joan Earhart has been appointed first vice president and manager of the SBA loan department. She joined the bank in 1991 to organize the newly formed department.

David C. Holmes has joined Union Bank as a vice president and manager of the Orange County airport office. He was previously executive vice president of South Bay Bank.

Eugene R. Schutt Jr. has been appointed executive vice president and president of international finance operations for Avco Financial Services Inc. in Irvine. Schutt joined the company in 1992 as executive vice president and general manager of international finance operations. Before that, he was head of Philadelphia National Bank’s Australian operation and later assumed additional responsibilities in Hong Kong.

Jill Murphy Long has joined the board of directors of the British American Chamber of Commerce in Orange County. She is creative director and principal of Murphy & Watt Advertising in Irvine.
