Mexico to Boost Government Spending: President Carlos Salinas de Gortari said he will take the action to boost the nation’s economy. His Sunday announcement contained no specifics about how much of the $5-billion budget surplus will be spent or how. During Salinas’ five years in office, the government has cut spending in a successful effort to slow inflation, but many companies have complained that the policy has also slowed growth. Mexico’s gross domestic product grew by just 0.3% during the second quarter of this year.
