Judge Opposes License for Lorenzo: Frank Lorenzo’s hopes of operating a new low-fare airline were dealt a major setback when a Transportation Department administrative law judge recommended the proposed carrier be denied a license. The recommendation by Judge Richard L. Barton Jr. now goes to department officials, who are expected to approve the decision. Barton said the proposed discount carrier, ATX Inc., failed to show that it has “adequate managerial skills and technical ability and a disposition to comply” with federal laws and regulations.
