Police began a “toys for guns” program in one of New York City’s most violent neighborhoods, offering $100 gift certificates from Toys ‘R’ Us for weapons turned in through Christmas Day. “For those people who are unemployed and have kids, this is an opportunity to turn in weapons and get toys for your kids,” said Fernando Mateo, a businessman who came up with the idea and plans to donate up to $5,000. The program targets the Washington Heights and Inwood neighborhoods.
