Phone Plan Outlined: The government unveiled its $40-billion plan to speed up expansion of its telecommunications network so every urban Chinese family has a phone by the end of the century, the official China Daily reported. The Ministry of Posts and Telecommunications proposal foresees a far more ambitious expansion than originally planned. Telephone exchange capacity will grow from 42 million lines now to 140 million lines by 2000, the newspaper said.
