Rwanda Appoints Foreign Minister

KIGALI, Rwanda — Rwanda has named a new foreign minister to replace the former minister who fled to Paris last month with up to $187,000 in government cash, officials said Friday.
The new minister appointed by Prime Minister Faustin Twagirimungu was Anastaza Gasana from Twagirimungu’s Republican Democratic Movement party, they said.
Gasana, a former ambassador to the United States, takes over from Jean-Marie Ndagijimana, a Hutu, who fled to Paris saying he had fallen out with the government over reprisal killings and jailings of Hutus.
But officials in Kigali say he was a thief who stole money meant for Rwanda’s New York mission.
