British Prime Minister John Major invited the political representatives of Northern Irish Protestant guerrillas to start exploratory talks Dec. 15. Major made the announcement in Parliament on the eve of the start of exploratory talks between British officials and Sinn Fein, the political wing of the Irish Republican Army.
