Colombia Seeks Andean Satellite Project: Colombia will ask other Andean nations to join in buying a multimillion-dollar telecommunications satellite system to serve part of South America, President Ernesto Samper’s office said. Government representatives and businessmen from Bolivia, Ecuador, Peru, Venezuela and Colombia will be asked to approve the satellite project at a two-day meeting to start today in the Caribbean port city of Cartagena. Delegates to the meeting, chaired by Colombia’s communications minister, will be asked to sign a letter of intent to begin work on the first stage of the project at a cost of $800,000, officials said.
