Bosnian Serbs are refusing to attend a key conference to raise money for rebuilding Bosnia, threatening the fragile peace accord. Radovan Karadzic, the hard-line Bosnian Serb leader who has been indicted for war crimes, is apparently behind the decision to boycott the international donors conference that begins today, a spokesman for Carl Bildt, the top official planning reconstruction, said. The two-day conference in Brussels is aimed at raising $1.2 billion in reconstruction aid. The Bosnian Serbs’ self-styled prime minister, Rajko Kasagic, said Wednesday that the Serbs would attend only if they were allowed to send a separate delegation.
