Officials Optimistic About Financial Outlook for 1998

After a financially difficult 1997, Hawaiian Gardens is looking forward to better times in 1998, city leaders said.

“We are on the road to recovery,” said Mayor Lupe Cabrera.

The square-mile city in southeast Los Angeles County endured a severe financial crisis, which forced it to disband the police force and cut city staff from 105 to 40.

The city had based its budget on $200,000 monthly contributions from a local foundation sponsored by health care entrepreneur and bingo parlor operator Dr. Irving Moskowitz. These regular contributions ceased in July, although some additional payments have been received since.

“The city is attempting to craft a local spending plan that will permit it to operate within its own means,” City Administrator Jack Simpson said.

The city anticipates receiving new revenues from a new local card club, Simpson said. The Hawaiian Gardens Casino, operated by Moskowitz, opened as a five-table casino Dec. 15.
