The Local Agency Formation Commission on Monday upheld an earlier decision to approve the annexation of 1,502 acres of commercial/industrial property north of Lake Forest. Cityhood activists from Foothill Ranch and Portola Hills who wanted to form their own city requested the reconsideration because the annexation ends their yearlong incorporation drive. In the annexation, Lake Forest will get the Foothill Ranch Towne Centre, a shopping center that produces about $2 million in sales tax revenue each year and would have been the financial base for a new city.
