According to a report released Tuesday by the Orange County Sheriff’s Department, San Juan Capistrano is one of the safest cities in the county in which to drive. Collisions caused by motorists driving under the influence of drugs and alcohol in 1998 dropped 37.5%. Turning violations were down 64%, traffic collisions with injuries were down 11% and hit-and-run crashes were down 5%. City officials attribute the decline to strict enforcement of traffic laws.
