Officials Break Up Congo Truce Talks

Talks aimed at ending Congo’s civil war broke up with sniping and acrimony among officials from 15 African nations. The discussions ended after dawn in Lusaka, the Zambian capital, after Congo accused its foes Rwanda and Uganda of refusing to observe a minute’s silence for Congolese war victims. The failed ministerial meeting meant that a Lusaka summit of regional leaders, planned for the weekend, was postponed for the fourth time, throwing further doubt on the role of Zambian President Frederick Chiluba as chief mediator in the conflict.
