After postponing a vote for nearly a month, the City Council voted 3 to 1 Tuesday to allow 74 single-family homes to be built on a site that has six active oil wells and a tank farm.
Frank Faye, a representative of developer Shapell Industries Inc., said 15 of the lots will not be built on until the wells are capped and abandoned. The city prohibits building on a lot within 100 feet of an active oil well.
Councilman Norman Z. Eckenrode voted against the proposal for the 18.29-acre site on Alta Vista Street, echoing his concerns from the Dec. 15 meeting about the well abandonment process and soil cleanup efforts. Councilwoman Maria Moreno was absent due to illness.
