The city’s new philosophy of running government--managed competition--got off to a rocky start with the City Council second-guessing last week’s choice of a private company to sweep the streets. Only two companies submitted bids and just one qualified because the other refused to comply with prevailing wage rates, according to a July 19 memo.
The bidding process will be restarted Monday, Councilman Ralph H. Bauer said. “There’s obviously a flaw in the system,” he said.
