Former Cleveland Indian Manager Mike Hargrove wore a giddy smile and a Baltimore Oriole jacket on the first day of his new job. Hargrove signed a three-year contract to manage the Orioles. . . . Pedro Martinez overwhelmingly won the Associated Press award as major league player of the year after a dominating season in which he led the big leagues in wins and earned-run average. The Boston Red Sox pitcher received 56 votes in nationwide balloting by sports writers and broadcasters. He became the first Boston player to win the award. . . . David Cone became the first member of the Yankees to file for free agency since the team won its second consecutive World Series title last week. The 36-year-old right-hander was among seven players who filed Wednesday, increasing the total to 81. The other players who filed were Baltimore right-hander Jim Corsi, Colorado right-hander Jerry Dipoto, Toronto outfielder Brian McRae, Oakland right-hander Greg McMichael, St. Louis left-hander Donovan Osborne and Atlanta outfielder Gerald Williams. Dipoto and the Rockies have agreed to a two-year, $4.9-million contract, making the filing protective until the paperwork goes through. Osborne filed after the Cardinals declined his $5-million option and decided to pay a $750,000 buyout. St. Louis also declined a $1-million option on outfielder Darren Bragg. . . . The Tampa Bay Devil Rays promoted Frank Howard, 63, from bench coach to senior advisor for baseball operations. . . . Hall of Famer Billy Williams will remain as a Chicago Cub, handling first base and outfield defense. . . . Former Dodger Tracy Woodson will manage the Pittsburgh Pirates’ Class-A Lynchburg farm club in 2000.
