Residents will have an opportunity to discuss the North Laguna Reservoir project and the El Toro Airport Reuse Plan at a free meeting Thursday of the North Laguna Community Assn. The annual membership meeting will begin at 7 p.m. at the Wells Fargo Bank building, 260 Ocean Ave. Speakers will include Lou Zitnik, vice president of the board of directors of the Laguna Beach Water District, and City Councilman Wayne L.
