More than 100 residents came to City Hall on Monday for a public hearing to discuss a proposed parking permit program at Capistrano Villas I.
The city, at the bidding of homeowners associations, began a parking permit program for Capistrano Villas II and III in February.
Capistrano Villas I Homeowners Assn. chose not to be part of the program but is now requesting to be included.
Some residents disagree with the proposed inclusion and said the permit program isn’t helping.
