A 911 solution

WITH reference to Al Martinez’s wrenching column about the man who died because of an interminable delay getting through to a 911 operator (“When Death Walks By,” Dec. 23): The phone companies have developed so many clever devices that enhance the use of their instruments, why couldn’t dialing 911 automatically trace and record the origin of the call?
If found to be a nonemergency, the perpetrator could then be more easily located and subjected to a $1,000 fine.
Widely publicized, this stratagem would have an immediate downward effect on the number of irrelevant calls and free this vital service for genuine emergencies.
