* The U.S. Commerce Department said it would levy duties of as much as 46% on color TVs imported from China, saying the Asian nation was selling the sets at below market value. The preliminary ruling means that the Commerce Department may begin imposing the duties and keeping them in escrow until a final determination is reached in May.

* A former HealthSouth Corp. vice president became the 15th executive to plead guilty to accounting fraud. Catherine Fowler, the company’s former cash manager and vice president in the treasury department, admitted helping to hide the sale of $27 million in stock of another public company in 2001.
