Report: Fire Department Problems Hard to Probe

Internal problems at the city’s Fire Department are difficult to investigate because of the power and influence of its union, a report has determined.
The report, conducted by a San Francisco civil grand jury and released Thursday, found that “because of [union] Local 798’s political power, making necessary improvements to the SFFD will be difficult.”
It recommends a full-scale independent panel to review the department.
