The Outsourcing Debate

The Aug. 31 editorial, “The Outsourcing Bugaboo,” criticizes all of the important off-shoring legislation brought forward by the California Legislature, including my AB 3021, a bill that would provide the state with the data necessary to monitor this trend.
The editorial incorrectly characterizes the bill as “anti-outsourcing.” It does not prohibit anything; nor does it make a value judgment about outsourcing. The bill simply seeks to allow the state to gather important empirical information.
No matter what side of the outsourcing debate one stands on, we should all agree that the state should at least have the necessary information to monitor this trend. AB 3021 will give us that important data.
