As long as the president appoints campaign managers, big donors, friends of friends, etc., to positions requiring professional skills, the organizations will be set up to fail.
With an incompetent person in charge, we lose qualified people in the organization. How many high-level people have left the Federal Emergency Management Agency in the last few years? No reorganization will solve the problem of incompetent people in positions of authority.
