Former council member arrested

A former City Council member was arrested Thursday on suspicion of indecent exposure after two women allegedly saw him urinating and masturbating while sitting in a truck, police said.
John Hartley, 65, served on the council from 1989 to 1993. He is a candidate to fill the seat held by termed-out Councilwoman Toni Atkins. He had driven to the Kensington neighborhood to do door-to-door campaigning.
