Car taxes: State officials forgot to mention one small thing

Ron took issue with my recent video on car taxes.
I quoted a state Board of Equalization official as saying that your sales tax is determined by whatever price you can haggle the car down to, not what it says on the sticker.
Ron noted that he paid $15,400 for a car, but was taxed on the sticker price of $18,150.
